THE PROPOSAL

The proposed development seeks to deliver around 170 dwellings including affordable housing, a large amount of public open space, a children’s play area, allotments and sustainable drainage. New vehicular and pedestrian access are being proposed off Garner Way and Longgrey.

The application will be made in outline so details relating to Layout, Landscaping, Scale and Appearance will be addressed in a separate application at the subsequent Reserved Matters stage. Therefore, at outline stage, the key matters for approval will be around the principle of development, broad distribution of uses and points of access. A ‘Parameter Plan’ will be submitted to define elements such as the extent of development, the location of the new vehicular access and points of pedestrian and cycle connectivity.

The submitted information will also include a Design and Access Statement which will incorporate an Illustrative Masterplan. The current version of the Illustrative Masterplan is provided below. This demonstrates one way in which the proposed new homes and associated green space and infrastructure could come forward in compliance with the Parameter Plan. The submitted information will also explain how the scheme can deliver the key benefits as set out below:

  • A mix of new homes of various sizes and tenures are proposed (including affordable housing), the precise details of which would be confirmed at detailed design stage;
  • A significant amount of newly accessible areas of public open space which could include a new children’s play area, measures to enhance biodiversity, allotments, sustainable surface water drainage features;
  • New streets that are designed to maintain low vehicle speeds;
  • A movement framework which gives priority to pedestrians and cyclists, with a network of footpath routes that connect to the existing PRoW;
  • A new environment which offers safety and security to both new and existing residents, adopting a layout structure that encloses rear gardens securely within perimeter blocks, and positions front doors to address streets and areas of open space;
  • Buildings of an appropriate scale, with reference to the context;
  • A considered approach to the provision of car parking for both residents and their visitors; and
  • A palette of building materials, boundary treatments and new planting that could include reference to local character.
