The adopted Development Plan for the Site comprises the Harborough Local Plan 2011-2031 (April 2019), the Leicestershire Minerals and Waste Local Plan up to 2031 (2019) and Fleckney Neighbourhood Plan (May 2020). All planning applications must be determined in accordance with the adopted Development Plan, unless material considerations indicate otherwise.
The Site is currently outside of the Fleckney settlement boundary. Fleckney is identified as a ‘Rural Centre’ in the Local Plan.
Harborough District Council is in the process of producing a new Local Plan and is proposing to allocate the Site for residential development in the latest (Regulation 19) version of the new Local Plan. This demonstrates that Harborough District Council regards this location and Site as being appropriate in principle for residential development.
